Background

The USAID Bangladesh Agricultural Value Chains (AVC) Program is a five-year $35-40 million program to transform targeted agricultural value chains to improve food security, increase on and off-farm incomes at the household level, and achieve broad-based economic growth. Utilizing a market systems approach, the AVC program will address key constraints across a portfolio of food and non-food value chains, including production, extension services, access to finance, marketing, as well as support innovation and build the capacity of local organizations to upgrading strategies are private-sector driven and sustainable in the long-term.

DAI is seeking a Finance and Grants Manager for AVC. The Manager will provide oversight for the project?s financial management, a $7-10 million grants fund, subcontracting to local organizations, administration, and operations to ensure smooth implementation while ensuring compliance with DAI and USAID rules and regulations.

Responsibilities:

  • Provide leadership for all aspects of AVC administrative and financial management, including budgeting, tracking, reporting and accounting of finances and procurement
  • Oversee the AVC?s ?Grant Fund, an anticipated $7-10 million fund, ensuring compliance with USAID regulations, accurate financial accounting, and reporting
  • Supervise subcontracting for local organizations and institutions, ensuring compliance with USAID regulations, accurate financial accounting, and reporting
  • Supervise ?AVC staff in financial reporting, grants management, and subcontracting for USAID and DAI compliance
  • Contribute to building the capacity of subcontractors in USAID financial management and reporting
  • Work closely with the Chief of Party in development and monitoring budgets, tracking expenditures, developing financial controls, and supervising all financial matters
  • Ensure efficient program operations, including procurement, facilities, and human resources and recruitment
  • Ensure compliance with DAI finance and accounting procedures, such as, timely and accurate submission of Field Expense Reports and bank reconciliations

Qualifications

  • Bachelor?s degree in a relevant field is required. Relevant fields include but are not limited to Business Management, Management, Accounting, Finance, Administration, and Marketing.
  • Minimum of 10 years of experience with USG or other similar development projects or programs management
  • Minimum of 5 to 8 years? experience managing a grant program of similar size and scope
  • Minimum of 5 years? experience and knowledge of USAID and procurement, administration, accounting and personal rules and regulations
  • Minimum of 2 years? experience in monitoring and evaluation for USAID or other donor agencies or international NGOs
  • Proven track record of achieving grants management goals and objectives, financial management, and oversight of grantees in a similar context
  • Spoken and written fluency in English

IOC-USOC revenue deal done; US can bid for games

QUEBEC CITY (AP) ? International and U.S. Olympic leaders finalized a new revenue-sharing agreement on Thursday that ends years of acrimony between the powerful bodies and clears the way for future American bids for the games.

After years of protracted negotiations, the two sides signed a long-term agreement that will reduce the USOC's future percentage share of TV and marketing revenues ? a breakthrough that helps bring the U.S. back into the international fold.

"This is a very happy moment," IOC President Jacques Rogge said. "This agreement will definitely strengthen both sides."

USOC chairman Larry Probst called it a "terrific arrangement for both the IOC and the USOC, a great outcome for the Olympic movement around the world."

The deal, which runs until 2040, resolves the long-running dispute over the U.S. share of Olympic television and sponsorship revenues that soured relations and undermined recent American bids for the games.

The USOC had said repeatedly it will not bid again until the revenue issue was resolved. With a deal in place, the U.S. will consider whether to bid for the 2022 Winter Games or 2024 Summer Olympics.

"We hope this has removed a road block from a successful bid for the United States," Probst said, adding that the USOC would hold a board meeting in San Francisco next month to consider how to move forward.

Lingering international resentment over the U.S. share of revenues was a key factor in New York's failed bid for the 2012 Olympics and Chicago's stinging first-round elimination in the vote for the 2016 Games.

The U.S. last hosted the Summer Olympics in 1996 in Atlanta and last staged the Winter Games in 2002 in Salt Lake City.

"We're now where we ought to be," said U.S. IOC member Anita DeFrantz, who also sits on the USOC board. "In my opinion, there is no longer any barrier (to a bid) or bad will."

Under a long-standing contract, the USOC has received a 20 percent share of global sponsorship revenue and a 12.75 percent cut of U.S. broadcast rights deals. The IOC believed the U.S. share, set out in an open-ended contract dating to 1996, was excessive and should be renegotiated.

The current U.S. share will remain the same until the new terms come into effect in 2020.

From then, the USOC will receive "a smaller percentage once some minimums are reached," IOC finance commission chairman Richard Carrion said.

"The percentage of both the U.S. broadcast rights and TOP (sponsorship program) will reduce," he said.

Carrion said the deal also sets out new procedures for USOC involvement in negotiations of U.S. TV rights.

IOC and USOC officials declined to give specific figures of the agreement at the news conference, but The Associated Press learned details of the terms.

According to several senior officials with knowledge of the contract, the USOC will retain the revenue it currently receives but its TV rights share will be reduced to 7 percent on any increases in broadcast deals and its marketing share cut in half to 10 percent on increases in sponsorship revenue.

The officials spoke on condition of anonymity because the terms were not being made public.

In addition, the USOC agreed to contribute to the administrative costs of staging the Olympics ? $15 million through 2020 and $20 million after 2020, the officials said. The contract also covers issues related to ownership of Olympic rights, trademarks and historic TV footage.

"We went into these negotiations with the objective of addressing the key issues important to the IOC and to ensure the financial well-being of the USOC on a long-term basis," Probst said. "I think we were able to accomplish both parts of that equation."

Among the U.S. cities that have expressed early interest in bidding for the 2022 Winter Olympics are Salt Lake City; Denver; Reno-Lake Tahoe, Nevada; and Bozeman, Montana. Dallas is among those interested in the 2024 Summer Olympics, while New York, Chicago and Los Angeles could also be potential candidates.

Talks to reach a settlement have been going on for more than two years. The deal was essentially sealed when IOC director general Christophe De Kepper traveled to Washington last week to meet with Blackmun and tie up the final details. Both men got the backing of their respective boards.

The new sign of goodwill between the IOC and USOC was evident immediately after the signing of the contract.

IOC Vice President Thomas Bach, a leading contender to succeed Rogge when he steps down in 2013, approached Probst in the lobby of the convention hall and said: "Hey partner. Congratulations."

Casio XJ-H1750 Pro Series

You don't have to look any further than the 4,000 lumen brightness rating for the Casio XJ-H1750 Pro Series ($2,200 street) to know that its natural home is in a mid-size to large conference room or classroom. What makes it interesting, however, and worth a close look, is that it coaxes that 4,000 lumens out of Casio's hybrid light source, consisting of LEDs and a laser. It doesn't hurt either that it offers excellent data image quality.

Casio was the first company to offer projectors with a hybrid light source, starting in 2010, and I've reviewed earlier models, including, for example, the Casio Green Slim XJ-A250 ($1399.99 direct, 4 stars). The XJ-H1750 has the distinction of being a third-generation model, with the implied improvements from lessons learned in earlier generations.

Basics, Setup, and Connections
Aside from the light source, the XJ-H1750 offers a fairly mundane set of specifications, built around a DLP chip with a native XGA (1,024 by 768) resolution. That puts it in the same class as the Editors' Choice Epson PowerLite 1880 MultiMedia Projector ($1399 direct, 4 stars). At 15.7 pounds, however, it weighs more than twice as much. So although both projectors are most likely to wind up permanently installed or on a cart, the XJ-H1750 is far less appropriate to carry elsewhere, even occasionally.

Set up is standard fare, with a manual focus and manual 1.2x zoom, which is just enough to give you a little flexibility in how far you can put the projector from the screen. The back panel offers a reasonably full set of connectors, including an HDMI port for a computer or video source, two VGA ports for computers or component video, a pass-through VGA port, and both S-video and composite video inputs.

Three other connectors worth mention are for a LAN port and for both USB A and USB B ports. The LAN port lets you both send data images and control the projector over a network. The USB A port lets you plug in a USB memory key to read JPG files directly or plug in a supplied WiFi adaptor that can accept data images from a computer or from most Android, iOS, and Windows smartphones and tablets.

The USB B port lets you connect to a computer to use the projector's interactive option ($250 street for the software and interactive pen). The interactive option is best ignored, however, given that with the projector's standard throw, it would be hard to avoid shadows if you're close enough to the screen to interact with it.

Brightness and Eco Modes
The XJ-H1750 scores well on both brightness and image quality. In its brightest mode it was easily bright enough for the 78-inch wide (98-inch diagonal) image I tested with to stand up to the typical level of ambient light in a mid- to large-size conference room or classroom. In fact, it was too bright for comfortable viewing with the lights off.

One of the more unusual, and more eco-friendly, touches for the projector is its wide range of brightness level adjustments. Most projectors offer a bright mode and one eco mode that lowers brightness and power consumption. In addition, they typically offer color mode presets that are primarily meant for adjusting color, but affect brightness as well.

The XJ-H1750 offers two non-eco modes plus five eco modes, with the least power-hungry mode using only about 35 percent as much electricity as the most power hungry according to my measurements, or 40 percent as much according to Casio's ratings for peak power usage for each mode. More precisely, I measured the range at 122 to 340 watts, depending on the mode. You can, in short, choose the least bright mode that offers the brightness you need, and use the color presets as they were intended, to pick the best color setting, rather than using them to adjust brightness as well.

Image Quality

The XJ-H1750 offers excellent data image quality, sailing through our standard suite of DisplayMate tests. Colors were fully saturated, and color balance looked good, particularly in the eco modes, with suitably neutral grays across the entire range from black to white. Text was crisp and highly readable down to the smallest sizes we test with.

Video image quality was also good for a data projector. Although the quality is limited by the XGA (1,024 by 768) resolution, the projector did a good job maintaining shadow detail (details in dark areas based on shading) and it showed only a touch of posterization (shading changing suddenly where it should change gradually) on scenes where many data projectors do far worse.

Also very much worth mention is that the XJ-H1750 shows fewer rainbow artifacts (with light areas on screen breaking up into little red-green-blue rainbows) than most DLP projectors. These are caused by the way DLP chips create colors, and they are always a potential issue for single-chip DLP projectors.

With the XJ-H1750, the artifacts show up so infrequently with data images that few, if any, people should find them annoying. With video, I saw them a little more often, though not as often as with many other DLP models. Those who see the artifacts easily may find them bothersome for watching video, but most people shouldn't have a problem with them.

Other Issues

The projector's audio system counts as another small plus, with a 10-watt mono speaker that delivers reasonably high audio quality at reasonably high volume. Less convincingly in the plus column is the 3D support, which is even more limited than the 3D in most data projectors, because it works only with input over the VGA port. That means you can't use it with a video converter to play 3D Blu-ray discs, and you can't even use it with an HDMI-connected computer.

The XJ-H1750 doesn't qualify for the PCMag Greentech Approved seal, but it offers enough eco-friendly features to make them worth highlighting, starting with the five levels of power-saving eco modes and the solid-state light source. Also, in addition to being mercury-free, the light source offers a 20,000-hour lifetime. That means it should last the life of the projector and lower its carbon footprint, since no additional shipping is needed for replacement lamps.

The long lamp life lowers running costs, so the total cost of ownership can easily wind up being less than for a projector with a lower initial cost but a 2,000 hour lamp life and replacements at $200 or more per lamp. Ultimately, the overall balance of brightness, high-quality data images, eco-friendly features, and low running cost make the Casio XJ-H1750 Pro Series both an impressive projector and a potentially attractive choice for a mid- to large-size setting.

Here's how you get a piece of Facebook

Facebook will make its much-hyped debut on Wall Street Friday morning, and it's shaping up to be one of the largest IPOs ever, with analysts predicting the social network will be valued at more than $100 billion. TODAY's Savannah Guthrie takes a look at whether the stock will live up to the hype.

Excitement for Facebook?s debut on the financial markets is high. So if you?re an individual investor, can you get a piece of the action, and should you?

The first thing to remember about IPOs is that they are not normally geared toward individual investors. Underwriting banks typically allocate IPO shares to their best clients, which include hedge funds, wealthy individuals and large institutional investors. These investors will get the right to buy a certain number of shares at the offering price, which Facebook set at $38 per share Thursday afternoon. (You can track the performance of Facebook?s stock price here).

Some smaller retail investors may get a few shares allocated, especially if they have a good relationship with a broker for one of the dozens of underwriting firms handling the transaction.

If you have not already been in touch with your broker, however, it is too late to even try get in at the offering price. The deadline to express interest was Tuesday afternoon at brokerages we checked with, and the deal reportedly is oversubscribed.

Your only option is to buy shares after they begin trading on the Nasdaq stock market, when the price will be set by the law of supply and demand.

?This is not a strategy for the faint of heart,??said Hugh Johnson, chief investment officer of Hugh Johnson Advisors in Albany, N.Y.?Intense?interest in Facebook?s offering is likely to drive the price up sharply as soon as trading begins, meaning the first public trade could be well above the offering price.

In an example of the type of pressure investors could face, LinkedIn, another social media company, went public almost exactly a year ago at $45 a share and closed at $94 on a volatile first day of trading that saw its shares top $122 at one point.

That means investors lucky enough to get in at the offering price were able to book an immediate paper profit of more than 100 percent or?"flip" shares and cash in. Other investors paid as much as $122 a share for LinkedIn that day and were left with paper losses. (LinkedIn shares currently trade for about $103.)?

Facebook could easily see a similar first-day trajectory, but it is impossible to know. Online investors who place a general order for Facebook stock will get shares at whatever price happens to be prevailing at the moment.

?Is it a sound investment for a sensible portfolio? No," said Johnson. "Is it a worthwhile speculative investment? Sure, but you have to be fully prepared for something that could be a very emotional event. And I have the sense that [the IPO price] could be very overvalued.?

One good piece of news about Facebook?s IPO is there are plenty of shares up for grabs.

In a sign of intense investor interest, Facebook said early investors in the company will be selling more of their shares in the IPO, bringing the total number of shares available to as many as 421.2 million, up from a previous maximum of 337.4 million.

Still, despite the increased number of shares on offer, the hype and interest surrounding Facebook?s IPO are precisely why investors should be cautious about investing in the company, said Professor Anant Sundaram of the Tuck School of Business at Dartmouth.

?My concern is the market is pricing [Facebook] to perfection ? and the kind of fundamentals that are premised in that valuation, growth and revenues and cash flows, are simply astronomical,? he told CNBC Wednesday. ?Now it?s possible they could achieve that, but I think the probability is low.?

Sundaram also says the fact that founder Mark Zuckerberg will control more than 50 percent of the company?s voting rights after it goes public is ?very, very troubling.?

While a handful of new technology companies, such as Google, have thrived under the tight control of their founders, the stock ownership structure at Facebook limits the ability of shareholders to take action if things go wrong.?He?said evidence shows tightly controlled companies are more likely to wasteful acquisitions, overpay employees and spend unnecessarily on capital expenditures.

Other technology companies, such as Microsoft and Apple, have fared well without that sort of governance structure, Sundaram said.?

?Basically, as investors we are being asked to liquefy and validate a lot of insider wealth, and being told to sit and zip your lips in the peanut gallery,? he said.

While Facebook is expected to get a big opening-day ?pop,? Kathleen Shelton Smith, co-founder and chairman of IPO research company Renaissance Capital says it?s more important to track what Facebook?s stock price will be a week or a month after its initial trading day.

When you eat matters, not just what you eat

When it comes to weight gain, when you eat might be at least as important as what you eat. That's the conclusion of a study reported in the Cell Press journal Cell Metabolism published early online on May 17th.

When mice on a high-fat diet are restricted to eating for eight hours per day, they eat just as much as those who can eat around the clock, yet they are protected against obesity and other metabolic ills, the new study shows. The discovery suggests that the health consequences of a poor diet might result in part from a mismatch between our body clocks and our eating schedules.

"Every organ has a clock," said lead author of the study Satchidananda Panda of the Salk Institute for Biological Studies. That means there are times that our livers, intestines, muscles, and other organs will work at peak efficiency and other times when they are?more or less?sleeping.

Those metabolic cycles are critical for processes from cholesterol breakdown to glucose production, and they should be primed to turn on when we eat and back off when we don't, or vice versa. When mice or people eat frequently throughout the day and night, it can throw off those normal metabolic cycles.

"When we eat randomly, those genes aren't on completely or off completely," Panda said. The principle is just like it is with sleep and waking, he explained. If we don't sleep well at night, we aren't completely awake during the day, and we work less efficiently as a consequence.

To find out whether restricted feeding alone?without a change in calorie intake?could prevent metabolic disease, Panda's team fed mice either a standard or high-fat diet with one of two types of food access: ad lib feeding or restricted access.

The time-restricted mice on a high-fat diet were protected from the adverse effects of a high-fat diet and showed improvements in their metabolic and physiological rhythms. They gained less weight and suffered less liver damage. The mice also had lower levels of inflammation, among other benefits.

Panda says there is reason to think our eating patterns have changed in recent years, as many people have greater access to food and reasons to stay up into the night, even if just to watch TV. And when people are awake, they tend to snack.

The findings suggest that restricted meal times might be an underappreciated lifestyle change to help people keep off the pounds. At the very least, the new evidence suggests that this is a factor in the obesity epidemic that should be given more careful consideration.

"The focus has been on what people eat," Panda said. "We don't collect data on when people eat."

International HTC One X gets minor bug fixes in new OTA

According to forum reports, the unlocked, international HTC One X (that's the One rocking Tegra 3 as opposed to Snapdragon S4) has received another small over-the-air update this morning, bringing the device up to version 1.29.401.11. This one's smaller than some previous One X OTAs, at just 14MB, and according to early reports it fixes issues with screen flickering and USB storage, though the dreaded Wifi disconnection bug apparently remains.
